A free appropriate public education is provided to all identified persons with disabilities ages two to twenty-one, inclusive, who live in Bedford County or who have been placed by their parents in a private school located within the Bedford County jurisdiction.

Programs and services are provided to persons identified as having autism, deaf-blindness, developmental delay, hearing impairment, intellectual disabilities, multiple disabilities, orthopedic impairment, other health impairment, emotional disturbance, specific learning disabilities, speech or language impairment, traumatic brain injury, or a visual impairment. Each special education student's progress is assessed routinely during the school year and the individualized education plan is reviewed annually. A student's need for special services is reevaluated at a minimum of every three years.
